Know of a few scavengers that make a living by cruising the main roads collecting plastic etc from the roadside, obviously discarded by passing traffic, so at a stretch I will say "Thai tourists" are to blame, as you can count the local foreigners here.

Probably need a media campaign to STOP trashing their own country, may help.😏
