Studying in Canada is one thing, but doing labour for low pay is another. Some foreign students in Canada, in fact, are accusing the Canadian government of using them for cheap labour and getting rid of them afterwards. I expect that many people who are applying for certain jobs are not really qualified.  This Mr. DeSouza in the article says he is an accountant. Well, maybe he is in India, but highly unlikely, he  is a CPA, having passed the professional exam in Canada. The tax laws are different in Canada and it is reasonable to expect that a person be competent in the field he applied to work in. 

Sure, the  government is slow processing the applications, I believe it. However, it's the employees who are responsible. Everyone blames government, but those are unionized jobsworth lazy incompetent Canadians doing the processing. Canadians should accept the fact that there fellow citizens are going slow. The MPs and ministers of a government can only do so much. The government workers have to process the applicants.
