Why is he only “alleged”?  If he’s not been proven guilty yet, then why have his assets been seized?

Because in the Thai legal system, which has no jury or presumption of innocence, the accused  are presumed guilty unless proven innocent. Especially with drug cases, the cops seize everything and the accused must prove the goods were bought with legal funds. In the very rare cases that the accused is found not guilty he/she never gets everything back - it is theft by any other name.
