Wherever he came from, it is concerning the bullets were not flagged up by security from the airport he departed from.

Perhaps concerning (if a responsibility is assumed where there's none), but certainly not surprising...

Bullets in checked baggage are not a major (or even medium) risk to a flight. From the point of view of the operator, it makes sense to prioritize things like explosives, toothpaste and peanut butter, the latter 2 examples being common false positives (as flagged by automatic scans). All those false positives cause economic loss since every flagged warning needs to be evaluated and then ignored (overruled) or investigated manually.

The country of departure doesn't care (any potential problem has left) and the flight operator only wants to ensure that the plane doesn't explode mid-flight or gets hijacked. Neither effect is caused by checked-in bullets, so checking for bullets is not worth the (costly) effort. If they're spotted early, great. If not, it's up to the country of arrival (if they have an issue with bullets).
