To guarantee absolute safety and security to world leaders set to gather in Bangkok for an epoch-making meeting. Are these “criminals” thought to harbour political gripes?  Are they considered a security threat to the APEC leaders? Or is this the usual headline grabbing nonsense from the RTP that simply has no idea what it is talking about.
