Well, the solutions don’t require new particle discoveries or the ability to harness cold fusion. What it needs is engineering and water management assessments by people who are world class experts. It then needs adequate budgeting and deployment of the engineering plans. Unfortunately this means:

1. Asking for outside help and actually listening to the advice. 
2. Setting aside adequate budget without the need to factor in 30-50% for corruption.

3. The ability to project manage and problem solve along the way with independent oversight of budgets and quality of work.  
 

So none of the above will happen here. So best thing you can do is to relocate to higher ground and/or buy yourself a boat. Good luck!
