It is easy, they just need to rise the app fares to the same height, like the mafia fares are, done.

They're already there. Very hard to find a reasonable rate these days even with an app. Even Bolt is now overpriced, and Grab has been for a long time now. Likely exactly because of these problems and the taxi mafia pushing for this.
