One thing seems certain... He's not done. The fact the constitutional court is packed with Prayut appointees makes it even more unlikely.

So, who TF was prime minister before 2017?

That's not the point. He was not elected in 2014 (it was a coup d'etat). He wasn't actually officially appointed until 2019. The legal arguments being but forward is that the new constitution making 8 years the term limit was not  established until 2017. The other argument is the 8 year limit only applies to PM that was elected or appointed. Therefore, that's when the term clock started ticking. This is what the court will decide today.
