I didn't realise this but someone in Russia has a sense of humor. 

Announce the conscription draft for all Russian males with previous military service.

Give Snowden Russian citizenship. Then draft him.

No, they won't 

Since he has no historie with russian military, he will not be mobilised.

Protesters arrested are automatically drafted.

Maybe Putin should send all these "cops" that are arresting protesters to the front line.

They seem to be able to give punishment BUT can they take it, or (more likely) would they be pushing to the head of the exit lines at borders.

I'll go with the latter -  bullies are usually found wanting when it matters.

If  Snowden wants to be Russian so much he should experience  the full package and join his comrades on the bus to the Ukraine.  

He wants to be Russian but just not that much it seems
