Or, after the industrial revolution when societies became more complex (cars, machinery, etc) drug use became more hazardous to other community members.  Getting high out on the ranch or going into town on your horse - not so much a problem.  Getting high while driving through town at 100kph in a 2 ton vehicle or operating that forklift at work - not so great.  I sure wouldn't the lab techs high when I went in to get screened for cancer or for the accountant working at the pubic firm I was investing in to be high when doing the books.

I don't think declaring them illegal caused the problem but rather the change in society's structure made the use of some drugs more problematic.  Now if we lived out in the country and farmed or lived on an island and ran a bed and breakfast then probable not a problem so much even now.
