  The Ministry of Interior said its proposal to allow small hotels to operate as homestays would significantly benefit locals and help rebuild the budget tourism sector. The plan would expand a “homestay” exemption in the Hotel Act for small businesses with no more than 20 guests in no more than four rooms, increasing the maximum size and occupancy to 10 and 30 guests. Under the new proposal, local people can open a homestay as a side business to increase their monthly earnings. Doing so will provide a better variety of accommodation options for tourists, especially those on a budget. […]

Please don't go spearfishing, or take saucy selfies at Wats, or hire a two wheeled deathtrap, or fall in lust with tonight's girlfriend, or throw punches at the local chaps, and your chances of getting home without a go-fund-me page will rise dramatically. But as always, whadda we know?

The big hotel owners have "the ear" (I can't say "the pockets", so I won't) of TH Gov, and maybe this, and TH Gov having said that they want to focus on high-end tourism, are inter-connected.

But, with the recent proposal to cater a bit more for budget travelers, is there some implication that this focus isn't providing enough income?

Surely, there must be a bit of space in the market for budget travelers, but, at the same time, for safe accommodation, which is ecologically-friendly, on aspects such as waste water, etc? 

That means...open it up, but accept that there must be some degree of regulation. That means TH Gov regulatory cost, which needs to be funded by the small hotels and the "tourism tax".

Or are the Big Boys just not telling us that all they want is an entire monopoly?

Budget minded or millionaires, THA will take all comers. As they should. But it's not the lack of availability of cheap accomodations that's holding back tourism. If anything this is going to lead to more sketchy operators and stories will abound of filthy and unscrupulous home stays (making for damaging headlines)
