Except tuk tuk is not a "touristy thing", it exists to serve Thais primarily (when you get out of Sukhumvit you'll see that). And comparing what he would charge Thais with what he wanted to charge the Singaporean tourists is a fair comparison.

I rarely see any Thai in a tuk tuk.  It is an almost an exclusive tourist thing along with the many scams.  If you go to a market like Khlong Toey you may see tuk tuks  delivering groceries.  If you get out of Bangkok, you will likely not see them at all.

In Ratchada, Latphrao and Chatuchak areas there are always tuk tuks outside pretty much every Big C/Lotus/supermarket serving Thais.
