Such people should be whacked on the spot by those around so that they won't repeat in the entire life time. In Malaysia few weeks back one guy got whacked by those in the community irrespective of race and religion for such an idecent act. He just flash to a teenage girl with the intention of sexual advance. The girl screemed and those around chased him to the extend of breaking his car window, pulled him out and whack him nicely and handed over to the police. He will never repeat that during the rest of his lifetime. That should be implemented in Thailand... -

Simple answer detain until payment made then deport. Reminds me of the NHS in my native UK 3rd World chancers turning up for treatment when they've not paid in the system. -
