Yeah maybe not a villian but also did not know any safety rules with common sense which one should have to a point.

"Owner is not a monster or villain" - just an idiot.   What happened to "Safety First"?  27 yrs old suggests a question of competence.  

A person's life is worth only 50,000 baht?  Their injuries worth only 10,000 baht?  Their reactions and offers of compensation are . . pathetic! 

Hope this couple are never allowed to be responsible for people's lives and safety, in the future.

He may not be a Hollywood villain but he is a lawbreaker and is answerable to the law and society for negligence that resulted in the deaths of 15 people. Money is for compensation. It does not make amends.
