Also, the back seats in the mini vans are often just not that stabil attached to the ground.

Mini Bus drives have to be avoided, even more avoided, as overland bus rides. I have never seen a "normal driving" mini bus, with passengers on board. They seem always be late to get somewhere in time.

Please tell me that's the punishment for a positive random drug driving test, not a positive one that kills several people!

And most always speeding

Those deaths were preventable. Looks like the passenger seats weren’t well fastened because ones over the front passenger seat. Were seatbelts provided and if so why were they not worn because it would’ve saved some lives? It’s easy to enforce wearing seatbelts. Tell passengers "no wear no ride”.
