Thailand’s “Red Bull Heir” who killed a police officer in a hit-and-run in 2012 is still wanted 10 years later. Yesterday, the fourth out of the five original charges filed against Vorayuth “Boss” Yoovidya expired. No-one wants to find this guy so he doesn’t even need to hide. 

And it wouldn't surprise me a bit if he's able to travel back to Thailand every now and then. He can do what ever he wants.

how do charges "expire?"  i get the statute of limitations on charging someone, but once they are charged how can they expire?   

Do these rules equality apply to foreigners?  if i commit a crime and just leave the country and wait 10 years am i safe to re-enter? (rhetorical questions in case its not obvious)

I wouldn't think it would be difficult to find him.

The will to find him is what is missing, this would be due to the fact that he is rich and comes from a powerful family and convicting him would be difficult, creating embarrassment, humiliation and huge loss of face for the judiciary.

Easier to say they can't find him.

Same old story.  A powerful politicians son got away with murdering a police officer in cold blood doing something very similar to this.

He was re-instated as a police officer around 2012 I think.
