Great, so Thailand is welcoming of Russian oligarchs financing a genocide in Ukraine.  How heartwarming.

Yes, it is different.  Oligarchs is a term used for corrupt Russian business men.

How much a regular two week tourist spend in Thailand? $1000-$2000?

So, one million of regular two week tourists spend $1B-$2B, right?

And how much is this one billionaire will spend? Several million bucks?

Money matters, and Russian tourists brought a lot of money to the oppressed tourism business in Thailand after the coronavirus restrictions. The money of Russian oligarchs is blood money, because of war in Ukraine. And turning a blind eye to this means promoting Russia's military aggression.

Russian oligarchs are precisely those people who can help change the vector or even overthrow the barbaric power in Russia. Therefore, the sanctions of the civilized world, including on these people, must be tough and pursue them all over the planet. I am sure that the influence of the United States and its allies will sooner or later force the authorities of Thailand to make the right decision regarding the wealth of the barbarians from Russia.

This has already been done with the superyachts Amadea (awesome ship 106m long), Scheherazade, Tango, Valerie and several others. There is still a lot of unconfirmed information about the few more ships arrested all over the world. But even if the ship hides, the owner also suffers losses. Indeed, in normal times, part of the colossal costs of maintaining the vessel is compensated by renting the yacht (not all, but some), which in the case of sanctions and moving to distant countries will not be so easy to do.

they can't park their super yatch in Monaco, or Capri, or St Tropez anymore, too risky

Thailand is the perfect place, but a bit expensive in terms of travelling with oil at the all time high :)
