With Covid-19 infections on the rise again, the Bangkok Metropolitan Administration may reopen community isolation centres in crowded areas of the capital city. The plan would open facilities in 50 districts to help protect vulnerable people like pregnant women, the elderly, and those with underlying diseases from those infected with Covid-19. Or alternatively those with mild symptoms, or asymptomatic, could just STAY AT HOME.

until they feel better, or show as negative

The theory for the community isolation centers has some logic to it  

Low risk patients with covid should certainly not go to a hospital—though in Thailand many do—and should stay at home until recovered. BUT many live in multigenerational homes where it’s impossible to isolate the sick person. So a young person goes off to community isolation. 

It’s a reasonable theory—but by the time the antigen test starts being positive you have had more than enough time to infect the family. So I’m not sure the benefits actually get realized.
