I was on walking street about 3 weeks ago and it is clearly not finished. As the mayor professes, the underground works may be finished, but most of the road along the entire walking street looks like a disaster zone. I agree about blocking the traffic, it's a real problem/dangerous when... Umm.. Walking on walking street. Lol.
