The US Secretary of State says Ukraine has given an undertaking not to use long-range rocket systems to target inside Russia. Earlier this week, the US confirmed it would supply Ukrainian forces with the advanced missile systems, having initially stated it wouldn’t. According to an AFP report, these include the Himars multiple-launch rocket system, which is capable of launching multiple precision-guided missiles simultaneously.

To be fair, Biden never said he wouldn’t supply HIMARs to Ukraine. He said the US wouldn’t provide long range rockets which they are not doing. The HIMAR can fire the ATACMS rocket which has a 300km range, Ukraine isn’t getting those. What they are getting is the standard M30/31 GPS rockets which have an 80km range. 
 

That said I fully believe and trust the Ukrainians. Unsurprisingly the Russian’s seem upset over the issue: 

Kremlin spokesperson Dmitry Peskov told reporters: "We believe that the United States is purposefully and diligently adding fuel to the fire." Asked later if the U.S. move increased the chances of a third country becoming involved in the conflict, Foreign Minister Sergei Lavrov said: "Such risks certainly exist." He told a news conference in Saudi Arabia: "It is a direct provocation (by Ukraine), aimed at involving the West in military action."

lol… the Ukrainians will definitely leave those Russian fuel, ammo depots and supply lines over 100 kilometers away alone because the US told them to. Smart move from Sleepy Joe to not send the 300km ammo. Russia can roll out the false flags faster than Ukraine will roll out the white flag not that Russia need any more excuses to escalate. 
These weapons will make all the difference. NOT. They won’t even level the artillery playing field. The Germans should grow a pair and start sending some serious toys.

testing the wisdom (or the opposite) and patience of the russian camp, hopefully they are keeping their cool heads. seems they are, surprisingly  announcing they won't target major defence / decision maker/leaders at the other end, and finland sweden joining nato not much a great deal 😊
