The Thai government does good. NGOs gravitate to a gray undergrowth where they do not make public the names of those who finance them. They are Anglo-American paramilitary organizations financed by the usual philanthropists such as Soros, Open Societies and Bill & Melinda Gate Foundations

So they do not make public who funds them but you immediately quote who funds them.

Where were the anti-NPO demonstrators?
This gives the impression that they were demonstrating against NPOs.
They were not. They were demonstrating against a proposal that is vaguely worded and can be interpreted to mean whatever suits the government in any given situation.
