Is the range 0.01 to 0.01 percent inclusive or exclusive?

Not that anyone (including me) cares, but it's 0.15% max for agriculture and 3% max for unused land (the latter only after several years; for the first 2 years its 1.2% per 1-1-2022; that used to be 0.7%, another number used in the quote).

The only reason I bothered commenting was that this harmless article very nicely exemplifies the principle that it's better to write something correct albeit general than something specific albeit incorrect. More touchy subjects would receive distractions away from that principle at innumerous tangents.
