Totally still a valid rule,
People from the 51 countries who get 30 day visa exempt entry stamps are limited to TWO entries by land borders in a calendar year. 

The exceptions are; Brunei, Indonesian, Malaysian, and Singaporean nationals do not have a limitation on the number of visa exempt entries by land.

Incorrect. Brunei, Singapore and Indonesian nationals are subject to the rule.

Malaysians, Vietnamese, Lao and Cambodians are not.

None of those three countries get a 30 day visa EXEMPT entry
careful mixing up entry types there's a big difference between a visa waiver entry and a visa exempt entry

Cambodianz gets 14 days
Laotianz and Vietnamese gets a 30 day visa WAIVER (not an exempt entry) 

Those other countries I listed Malaysia, Brunei, Singapore and Indonesia ALL get 30 day visa exempt entries and are all allowed as many as they want by land crossings
