Spot-check inspections conducted at prisons across Thailand reveal that a total of 12 prisons were serving rotten food to inmates. The prisons were serving chicken, pork, vegetables and condiments all past their use-by-date. I don't agree with corruption, but in a poor country it is a way of life.  

Prison staff / contractors profiting off food supply should IMO, if found guilty, be jailed. By not meeting the criteria for basic human rights by way of edible food they are causing unneccesary harm and likely causing difficulties managing the prisoner population.

Prisons receive food ingredients almost daily. It is most likely that the expiry date had passed before the products even reached the prison. Corruption. 

The meats probably bought in large cheap bulk and stored past its time. My guess is the meats were scraps. Vegetables probably had a deal with markets getting the wilted past the over the counter sellable type of the ones chewed up with bug holes. Both the meat and vegetables they should look at the end price and the grades. There are probably two types of food there. One of ok quality for the ones who pay, and ones of OMG below standard for the ones who are just there scraping by. Maybe 3 types of grade.

'ensure that inmates are accessing their full rights'     Surely an oxymoron in Thailand?
