Caviar is making its way into Thailand’s fine-dining world. One Thai-Russian partnership is offering it for a more affordable price. A sturgeon farm in Hua Hin is now using high tech to “milk” sturgeon fish to extract their eggs, instead of killing them, which most farmers do. What has a sturgeon farm in Hua Hin to do with Russian partnership?
They already produce caviar in farms in several European countries, and Russia has to do nothing with that.
If there is a demand on the market somebody will jump in it. Caviar, (even) vegetarian "goose liver"...

Probably Russian money, sales & marketing or know how. Milking a fish for eggs sounds difficult as well as a bit “ewww”.

Michelin-starred chef, Thitid “Ton” Tassanakajohn, told AFP he thought the farm’s prices had “opened doors” for many chefs.

 

I have never been to any restaurants like that, Can I afford to try one in Thailand? i watched some youtube video bloggers spend a night or 2 in 5 star hotel last year using the discount prices, It looked tempting.

No Russian money and know how involved in Europe, like France and Belgium. So you think it is necessary in Thailand?

Caviar House is owned by Russian & Thai investors. And their website thanks a magazine for announcing the construction of the Russian & Thai owned sturgeon farm mentioned in the article.
