Why is Thailand importing workers when there are Thai's leaving Thailand to find work?

Money. People don’t necessarily leave to find work. They often leave to make more money than they can at home. And the labor pool leaks must be refilled so workers are imported.

Back in January I received a Thai scam call from a Cambodian number, and hung up.
I looked up the number and saw it came from a Kep landline (036)

As Kep and Sihanoukville are only 100km apart, there could possibly be a link?

This morning I received another scam call. I knew, because it's always an unrecognised number.

I got my wife to answer it. She pressed the option to 'speak to the court', and asked what the fine was for.
'Speeding'.
My wife said it couldn't be, as she couldn't drive and only had a push bike.
Then the woman at the other end tried to recruit my wife to help them make money by answering calls using the internet.
My wife said she didn't know how to use the internet and knew nothing about how it worked.
The caller ended the call.

Just now at 6pm, another call from a different number. She opted to speak someone again. It was the same scam centre, still trying to recruit her to work for them.
She said no, and told them not to call again.

Seems the best bet is to deliberately waste their time.
