Only requirement for travelers from Thailand to enter the European Union is proof of vaccination. PCR test not needed. But you might need that to board a plane, like in transit.

Returning to Thailand might be a bit more complicated, depending on what measures Thai government will implement after Songkran. If there are over 100k new local infections every day they undoubtedly will tighten entry rules. Which makes sense, with 700k local infections per week it is highly important to stop the few 100 infected travelers coming from abroad.

Australia, who slammed their borders shut and wouldn’t let virtually anyone,  except their own citizens, back in, will drop pretty much everything for any international travelers arriving after April 18. No pre flight testing required. Vaccinated and wearing a mask? Welcome.

There are only two things stopping Thais travelling.

1) The hassle of getting back in to Thailand after their trip.

2) The loss of jobs and income and rising household debt as a result of the utter mismanagement of the economy during and before Covid
