Khaosan will charge you 50 or 100 baht or so and take the test at the entrance to the street. Another great way to make money. 

And how much sense does it make to say oh you can be open with your busy inside “restaurant” but you better not splash water outside because, well, COVID?

It’s just words. Most places in Thailand are openly flaunting ALL Covid restrictions. Bars are open all over the place, many not even attempting to sell food and nearly all well after 23:00. It’s part of why the daily restrictions such as wearing masks and checking in to Central plaza are a total and utter farce. Ultimately it’s why this pandemic is dragging on and on in Thailand and will do for months to come.
