Would be better to scrap PCR test on arrival and maintain test within 72 hours of departure for incoming travellers. This would reduce the concerns of travellers for possible quarantine on arrival based on thai test result.

Your logic and application of the obvious  is far too sensible to the Thai government. It’s very hard not to conclude that they are nothing more than total nut jobs.  
 

However, if you follow the money, you follow their logic. This is perhaps a case of no money when you test at home. But they want to look like they are taking steps to ease restrictions. So scrap the preflight. Inconvenience people and have them fly to Thailand. Charge them for the PCR and one night quarantine and still catch those that are positive. Forget you’ve encouraged people untested to fly together for 12 or more hours. Get them in, make the money and make it look like progress. Thats what you call sharp practice !!

Totally disagree! Thailand has covid everywhere. Since the positive case numbers here are relatively high for Thailand ,it makes no sense to make travelers  test after 3 days. 
This would put needless worry on travelers,that after being here for a short while their vacation could end in the middle of a Q room .

This isn’t a incentive to enjoy spending hard earned money ! 
No restrictions equals no risks and needless worrying

You are tuned in ,its so obvious how calculating the medical head and other agency heads have become!
