“Neo Pattaya” projects are in the works to develop key areas and enhancing the coastal city with the goal to promote it as a top tourist destination. The “Old Town Na Klua” project will makeover the fishing community while the “Neo Koh Larn” project includes improvements to utilities, piers, waste, water consumption and treatment systems. To make it a top tourist destination, please build descent sidewalks, put some trash bins in public areas, burry those cables, do something about stray dogs, and please, hire more staff at immigration because waiting 5 hours in the heat without fan to get a simple tourist visa extension is totally killing the mood of any tourist going through the procedure.

These works projects are needed. Things like waste management is clearly an issue when sewage is being pumped onto some beaches. 

Of course it's far more likely that a token effort is made by the lowest tender and the difference is pocketed by officials at various levels.

Only  five hours,  you got off lightly. Give them all some intensive customer service training as well, ideally with a large stick so that they get the message, and bar the visa agents that "somehow" seem to get preferential treatment
