"The resolution is not legally binding, but the overwhelming vote denouncing Russia’s attacks on Ukraine has been seen as historic. A total of 35 member states, including China, Cambodia, and Laos, abstained from the vote and five voted against, including Eritrea, North Korea, Syria, Belarus, and Russia."

When Eretria, North Korea, Syria, Belarus are your only allies willing to support you, you know that you are at the wrong end of history.

That might be a fair position to take if they weren't collecting or looking to collect the latest toys of war like submarines and F35's ( they wish ) .. when viewed against that the neutrality stance comes across as abit cynical and hypocritical ..

Meaningless when the generals that run the country say something publicly that's opposed to the vote of a UN representative sitting in NY (talking about Thailand and Myanmar).
