I just took a walk down Walking Street in Pattaya.  More and more bars are opening.  Scantily clad ladies were beckoning me to enter.  I think the bars that are open have had to get restaurant licenses to legally open and still likely pay  a small amount to the local police.  They also have free ATK stations set up, but as long as you can produce an image from a negative test you are ok to enter.  Most bars don't enforce this. If they do, a quick google search can get you the required image.  Bars along the beach were quite full and some of the other red light areas were "booming".  My local neighborhood bar in Bangkok has been open for quite some time but must close at 11.  They pay the police 2000 baht/month voluntarily to avoid any problems.  They usually open much later and police turn a blind eye.  It's pretty much back to normal, but you may have to choose your bar carefully.
