Supposedly one of the people (not the driver) on the boat immediately got a lawyer and this is also shoveling gossip or speculation that something shifty went on.

Far too much wild speculation and conspiracies galore on Thai media. 

One reliable Thai TV news source stated that her upper leg was carved open (by the prop?) and I assume femoral artery blood loss caused almost immediate unconsciousness. 

I speculate, drawing on experience, that the boat driver (unlicensed skipper), had slowed but not moved to neutral, possibly engaging reverse as Tangmo fell in.  This would amount to negligent operation of a motor vessel, akin to manslaughter.

I asked my wife about the boat driver 'being drunk'.
She said that according to Thai news he reportedly said he had been drinking, but wasn't drunk.

Do not try to explain by malice that which can adequately be explained by stupidity...

Looks like they were all drunk, plus the driver was unlicensed. She tipped over and fell in the river, maybe was hit by the prop, and that's that. Nothing suspicious, just stupid. And very sad of course.
