Can a more inclusive PR status ever be achieved?

Correct me if I am wrong, but most of us "retirees" and "Thai spouses" within Thailand on Non-Immigrant O VISAS, would love to be able to transition into an immigrant status as opposed to a non-immigrant status. It is my understanding that the required Work Permit is the primary sticking point for those of us who would like to obtain a PR (permanent residency) status within Thailand. 

Is this the primary and/or only barrier? And how do we, or can we, organize to push for the necessary changes to be able to transition into a lawful, immigrant, permanent resident of Thailand? And I wanted to add a an official Thai government link on PR, but couldn't find one. Anyone who is aware of a good link, please comment.
