I haven’t really followed  requirements on extensions  since covid in early 2020.

Can someone explain how people come here on a multi tourist visa ! It seems like ages ago when MTV recipients had to leave the country to get a stamp to come back in 

Does  this extension take the place of having to do a boarder run ?

The question: Is this a free visa for farangs during COVID-19? Or, do they still have to pay B1,900? It's been like that since Mar 2020.

Most Embassies have suspended the METV as it's unworkable.
The STV has temporarily replaced it.
