A representative from the Early Childhood Development Agency told Singapore media The Straits Times that more than 5,000 children from age 5 to 6 have been registered for their Covid-19 vaccines yesterday. Children, aged 5 to 6, personally signed up?

Or rather, should it read "...aged 5 to 6 were signed up by..."?

By who? A parent, or by a bureaucrat? Note that the article later refers to children as being students of "special education schools", and that "...the practice would be gradually pushed out to all 20 Sped (Special Education?) schools...". In Singapore, are some students considered wards of the state?
